MdePkg/BasePrintLib: Refine the comment for AsciiValueToStringS API
The commit refines the comment description for PrintLib API AsciiValueToStringS. This API will not ASSERT when the input/output parameter 'Buffer' is not aligned on a 16-bit boundary.
