ArmPlatformPkg/ArmJunoDxe: use the generic non-discoverable device support
Replace the open coded reimplementation of 'PCI emulation' with a pair of calls into NonDiscoverableDeviceRegistrationLib to register the OHCI and EHCI controllers. These will be picked up by the generic driver instead.
