Juno/vexpress/FVP kernel based on latest version of Linux (v4.9)

Changes in this version:
- Update to latest version of Linux.
- Remove device-tree for FVP_Base_Cortex-A32x4 from arch/arm and add
  links instead to FVP_Base_AEMv8A-AEMv8A so that can be conveniently
  used for running 32-bit kernels.
- Add arm_scpi_test code ported from 3.18

Issues:
- Mali driver omitted because it doesn't compile with latest Android
  sync APIs
