Juno/vexpress Android kernel based on 4.4 version of Linaro Stable Kernel (LSK)

Changes in this version (since lsk-4.4-armlt-20161028-experimental):
- Add IPA support. This consists of:
  - Backport of cpufreq cooling device
  - Various device-tree updates for thermal zones and cooling devices
  - Fixes to get Mali devfreq working on 4.4
  - Enable kernel configs for above
- Minor device-tree updates by backporting some change from later Linux
  versions.

Issues:
- Motherboard ethernet for Juno r1 and r2 are disabled in device-tree.
