Fixes: NB#208977, Time and date always in Hindi numbers and does not affected for the numeric system (Hindi-Latin) changing in Arabic language

Details:
- if the language part of lc_time is “ar”, “fa”, or “hi” *and*
the language part of lc_numeric is *not* the same, this means
that non-localized digits have been requested by setting
lc_numeric to English. In this case, replace the localized
digits in the date and time formats by non-localized digits
- more unit tests for date and time formatting for and parsing
with localized and non-localized digits
