Qualcomm ARM64 defconfig updates for v6.3

This enables the Global clock controller, TCSR clock controller, Display
clock controller, TLMM pinctrl, interconnect provider drivers for the
new Qualcomm SM8550 platform. For this work the Visionox panel driver is
also enabled, allowing boards on this platform to boot, with functional
display.

The Global clock controller driver is also enabled for the new Qualcomm
SA8775P automotive platform, and the Display clock controller is enabled
for the SC8280XP compute platform.

Additionally, support for PCIe-attached modems are enabled, providing
working LTE/5G connectivity out of the box from many boards, and the
Qualcomm EUD driver is enabled to provide USB-based debug functionality.
The LPASS clock controller on 845 and the LPASS pinctrl driver for 8250
are enabled, to enable audio support on these platforms.

Lastly the userspace cryptographic algorithm configuration driver is
enabled, to enable libkcapi.
