ARM: vexpress/tc2: clean up the cpuidle driver
Use the bL_cpu_suspend method instead of bL_cpu_power_down.
This allows for the driver to become usable on non SPC based platform
such as RTSM if vexpress_spc_check_loaded() is removed.
