MOXA ART timer

Required properties:

- compatible : Should be "moxa,moxart-timer"
- reg : Should contain registers location and length
- interrupts : Should contain the timer interrupt number
- clocks : Should contain phandle for the MOXA ART core clock "coreclk"

Example:
