Add METADATA to expat

1. Add METADATA
2. Add patches/config.diff
3. Run `tools/external_updater/updater.sh update expat` to clean things up.

The other changes are mainly from the differences between git repository
and release package. Previously the code is from repository directly. But
the update tool downloads the release package.

Test: cts-tradefed run cts -m CtsLibcoreTestCases -t
libcore.xml.ExpatSaxParserTest
