arm64: dts: Fix the mali static/dynamic power co-efficients
This patch sets the mali static and dynamic co-efficients instead
of the earlier absolute value. More details on this can be found in
Documentation/devicetree/bindings/arm/mali-midgard.txt.
The existing opp values are used to calculate the static/dynamic
co-efficients using formula,
Static-coefficient = uW/V^3 and
Dynamic-co-efficient = W/(V^2 * HZ).
