brcm: add AP6212 nvram configlinaro-20180705-001linaro-bpi

This file is taken from here:

There is no license associated with this file, however, the
assumption is that Sinovoip a redistributing under LICENCE.cypress.

This file appears across many publicly available repo and attempts to
track down the "owner" and license have been fruitless so far.
