[Ada] QNX: various runtime fixes for file I/O, timers, timezone

	* libgnat/g-soliop__qnx.ads: New.
	* adaint.c, adaint.h, cstreams.c, s-oscons-tmplt.c, sysdep.c: Update
	for QNX.
