* gcc-interface/decl.c (annotate_value) <INTEGER_CST>: Really test the
sign of the value when deciding to build a NEGATE_EXPR.
<PLUS_EXPR>: Remove redundant line.
<BIT_AND_EXPR>: Do the negation here.
