Use function_arg_info for TARGET_FUNCTION_(INCOMING_)ARG
This patch makes both TARGET_FUNCTION_ARG and TARGET_FUNCTION_INCOMING_ARG take a function_arg_info. They have to be done together since many targets use the same function for both.
