snapshots: update CNAME
A while back snapshots was split off onto its own
AWS instance. Unfortunately, it wasn't deployed
via terraform, so the IP address is the only thing
we're tracking here.
The server was recently stopped to add more disk space,
so the IP changed. We should add the new IP here so
deploying a change via terraform doesn't break snapshots.
