linux: ltp: skipfile-lkft-hikey: Skip fanotify07
fanotify07 was added to syscalls in LTP 20170929 and fails on some hikey
boards approximately 50% of the time. See
https://bugs.linaro.org/show_bug.cgi?id=3303 for details.
