Tweak how --pattern arguments are matched against instruction patterns.
Automatically surround --pattern arguments with \b, so that --pattern FOO
matches FOO but not FOO_bar. This requires us to make the instruction
key be "insn encoding" not "insn_encoding" so you don't have to specify
the encoding in --pattern options.
